Charge Shot - T4/T3 Weapon Item for alternative "one shot" playstyle

I made an item that should help promote an alternate gun playstyle, which is sorely lacking in the game right now. This item would replace the automatic fire function from holding left click with a charge shot that releases a bunch of rounds at the same time. Could also be a Tier 3 item if not powerful enough. Purposely meant to synergize with Express Shot.

I'm going to go ahead and say that I actually don't want more options for "1-shot" playstyles. Not trying to be rude, but is this a satire post?

I think a bad idea to use up all ammo.
Instead, I suggest implementing a mechanic where the Fire Rate is lowered and Charge Time is tied to it, serving as an alternative to auto fire.
and It would be great to have a damage boost that compensates for the penalty. It could offer a percentage-based weapon damage buff as 'Boundless Spirit,' or even true damage that ignores bullet resistance.
and Alt Fire and Express Shot should be disabled.
