Character Selection Possible Bug

This has happened 3 times now. I go to join a standard game and select Graves with the highest priority and 2 other characters with no priority. When I load into the game I load in as one of the other 2 characters. I can then see that NOBODY else in the lobby is Graves. So why did it not let me play as Graves?!?

Briefly at the very start of the math on the upper left area of the screen it will show the 2 banned characters, it's likely a lot of people have graves set to avoid since she is one of the strongest in the game right now
