Yes, celeste currently provides an always-uptime 35% spirit lifesteal to all teammates attacking something she's hit with level 3 light eater. The duration is slightly longer than the cooldown.

The tooltip is poorly written english, but the implication [When attacked by celeste] is the only operative phrasing.
