The video mostly speaks for itself, I've had many instances of similar things happening although usually its me swearing that the cart went through someone but just assuming they must've been barely out of the way or something. But this clip shows it undeniably.
It seems something just causes the cart to not collide with players sometimes, its usually a 1 off thing and doesn't appear to be affect by network connection or anything.
