Cant use some console commands while in private match with sv_cheats true

when i start private match with sv_cheats true i cant invoke citadel_hero_demo_no_cooldowns true and citadel_hero_testing_guided_sandbox true because "only server operator can change its value" is it posseble to start private match with this commands enabled or with operator permissions?

If its not then its logical bug because i cant turn on no cooldown (use cheat command) in cheats enabled lobby

btw all what im wanted its play as trapper with infinity traps
