Can't see who is talking in a match

The bug is that the icon which shows who is talking in voice chat doesn't show up below the hero portrait.

This tends to happen to me when my ping is above 100 which probably makes it ping related?

It never happens to me when my ping is around 50 or less and that is the only thing I've noticed related to this bug.
