Cant report players from escape menu while in the pregame lobby, and if match doesnt start then there's no match history

Was in a pregame lobby that ultimately ended up closing out because one of the slots never filled, for whatever reason.
2 players were being extremely vocal in voice chat, both ended up slinging slurs.
That's out i found out that apparent the Report button doesnt exist in the pregame escape menu, and as i put in the title since the lobby closed out there was no match end screen to report from, and no match id for me to put here
