Can't open console

I can't get the console to open in this game. I have tried both with -console as an option in the settings and without. I have tried pressing f7 on the main screen, the hero screen, and in the sandbox. i have tested my f7 key on keyboardtester.com. i have checked the settings to make sure f7 is the bind for the console.

update: for some reason this game specifically doesn't register my f7 or f8 keys. rebound console to f9 and it works fine. odd

i have the inverse problem - i've rebinded my mouse buttons to F7/F8 because I don't like them going back/forward in browsers, and then bound F7 to melee. no matter how hard i try, unbinding and rebinding, restarting, etc, i can't get F7 to NOT open the console. even if i bind a different key to it, F7 will always open the console, which ruins my melee. fixed this by rebinding it to F9, but now that broke all the binds in my other games, so dang.
