Cannot reload after increasing magazine size while you have bonus ammo, when you still have less ammo overall than the new magazine size

Repro Steps (As McGinnis):
1. Purchase "Melee Charge"
2. Shoot until you have 5 ammo left in the magazine
3. Perform a Heavy Melee attack on an enemy to trigger "Melee Charge" (You now have 71 ammo out of 66)
4. Purchase "Basic Magazine" (You now have 71 ammo out of 84)
5. Press the Reload key

Result:
You cannot reload, even though your max magazine size is now greater than your current ammo.

Expected Result:
You should be able to reload your weapon while you have bonus ammo if your magazine size is above your current ammo count.
