Hero Idea: Close Quarters Gunslinger with Reload Synergy - Coat

Hello. This is a character I made as part of a creativity challenge a few years ago, reworked to fit better into Deadlock. Also, tell me how you feel about the coloring and the like, as well as the Hero.

Appearance and Theming: Wild-west bandit comes back as a ghost and possesses an old, malfunctioning animatronic for a railroad company.

Gun: Revolver, 12 bullets. Last 6 bullets deal more damage up-close. Reloads slightly faster than normal.

Archetype: Close quarters gunslinger with Reload synergy.

1: Soul Rounds
Enchant the next six bullets in your gun. They deal bonus Spirit Damage the closer they are to 0 at the cast point, shooting out in a line in front of you. If the last enchanted bullet is also your only bullet, the line is wider.
[Tier 1: Reduced Cooldown]
[Tier 2: Deals Increased Damage]
[Tier 3: Reloads exactly six bullets into your gun and the line width scales per shot]

2: Forgecloak
Coat has a number of Platings to his cloak's defense, granting Bullet and Spirit Resist for each. Taking damage above a certain limit drops Plating, granting Move Speed and Melee Damage for each currently missing. Gain Plating every few seconds when not taking damage.
[Tier 1: More Move Speed a few seconds after a Plating loss]
[Tier 2: Plating grants more Resists]
[Tier 3: Gain Fire Rate and Reload Speed buff after losing Plating]

3: Cover Slicer
Strikes out with his cloak, dealing Bullet Damage in a Radius around you. If you are Reloading, the circle is larger and does more damage based on how much of your magazine you are reloading. This is a Light Melee.
[Tier 1: Gains an extra charge]
[Tier 2: Deals more Damage]
[Tier 3: Reduced Cooldown and has a larger Radius]

4: I Kill With My Heart
Passive: Reloading grants 6 random bullets a random effect, between bonus Bullet Damage, increased Lifesteal or Slowing on hit. Cannot have more than 3 bullets with the same effect per reload.

Active: Call-out a target within range, Marking them. While they are Marked, you can always see them and they have reduced Bullet Resist against you. If they die while marked, you receive Permanent Bullet Damage, once per target.
[Tier 1: Reduced Cooldown]
[Tier 2: Mark has slowed fire rate]
[Tier 3: Killing the Mark also grants increased Fire Rate, twice per target]
