Cannot level up Pocket's Flying Cloak while Cloak is flying

Trying to level up the ability while the cloak is flying will instead teleport Pocket, even if Pocket is inside Enchanter's Satchel. If Pocket is silenced, for instance during Ethereal Shift, the ability cannot be leveled up at all.

How to reproduce: As Pocket, activate Cloak (2), then immediately attempt to level up cloak with the default hotkey (ALT+2). Alternatively, activate Cloak, then activate Ethereal Shift, then attempt to level up Cloak.

Occurs 100% of the time

this is true of any skill that has a second activation after you use the ability (mcginnis wall, krill burrow, not sure if mirage's beetle works or not)

This is also true of the Calico Cat, I believe it's by design as the upgrades change the way the ability works and if it's currently active you may/may not get those stats or can cause things to bug out in other ways.

e.g. Calico Cat, lvl 1 gives you extra duration, it would be silly if you could just get extra time on the cat while it's already active. Same with lvl 2 which gives you speed.

Not certain but upgrading Affliction while its ticking ups its dps, and I think other abilities support it.
