Typically the moment you are tethered by one of the banner candles, you are healed instantly so long as you were not previously healed before. Otherwise it runs a cooldown until the next moment you are healed until it's death.
In this case, I went back to a recently dropped candelite and when I was tethered, for some reason, it didn't heal until either it passed the wall interrupting the tether, or ran it's cooldown.
