Can no longer use damage window in sandbox

Expected behavior: Incoming and outgoing damage window being visible and clickable in sandbox.

Bug: Incoming and outgoing damage window is behind the testing tools window when expanded making it unclickable and barely visible.

Reproduce: Go into sandbox, hold scoreboard button, click on "incoming damage".
