Burrow does not benefit from Arcane Surge

Activating Arcane Surge will not improve Burrow's damage. You can easily test this in sandbox, by swapping out Arcane Surge for any other 1600 spirit item that doesn't contribute to damage at all. An activated Arcane Surge will contribute just as much to Burrow's damage, as does Slowing Hex.
