Build menu not functioning

I was messing around editing a build and ended up breaking the build menu, I don't remember exactly what i did but when I was moving a category it bugged so I tried to save and it tweaked out and just never fixed. This issue persists beyond relaunching the game and reinstalling the game. I can still buy stuff fine and the gun/spirit/health sections work fine, but I cannot scroll up/down, edit a build, or switch to a different build. This also only happens on Viscous (the character I was making a build for when it broke).

same thing happened to me, now I am unable to change builds on 7

quickly right and left click the edit button in the top left and it is editable again
