This is following Rosgath'd design space of having two components.
boots of life are meant to fill the design space of fortitude's healing (far less effective) and provide movement a la sprint boots. Could serve as a cheaper replacement for fortitude so that it isn't a must buy so often.
sometimes what you're really after is the movement slow resist. This provides a different side of boots that fills some niches you're often looking for.
better at chasing down in a fight, less good at travel, fills a spirit slot instead of a vitality slot.
turns movement speed into firerate.
