hello,
in order for shiv to start healing w/ fortitude he cannot have any of his health deferred. This makes fortitude a really bad item on shiv, and no one else has to deal with this issue so it feels like a bug, however I'm not sure since there hasn't been any official statement on it. It also feels a bit inconsistent because you can use healing rite with defer but fortitude will not countdown.
here is also a clip, in order to replicate, just go into sandbox and get fortitude then let the guardian hit you a bit
