Binding melee to up/down scroll will light melee without the character animation (only on certain characters)

When you bind melee to up or down scroll, the light melee will occur but the model's animation will not trigger/do the light melee.

It was noted to occur on the following characters:
Calico, Grey Talon, Haze, Infernus, McGinnis, Paradox, Viscus, Wraith, Yamato
