Both Billy's Slam & Viscous' Puddle Punch applies Crushing Fists in a weird way. It counts as a Heavy Melee for purposes of applying Crushing Fists' Stacking Bullet Resist Debuff, and apply 2 stacks correctly on hit every time.
However, they do not apply the bonus +25% damage boost, but do put it on cooldown.

Considering they are currently the only abilities in the game that apply Heavy Melee effects, this may be intentional on valve's part to prevent those character from being even more powerful. However, given they apply Crushing Fist's other passive correctly, and puts the above passive on cooldown, I can only see this as an unintentional bug, likely an overriding of the bonus damage with the abilities' damage.
This is easily reproducible in the hideout & in the training sandbox.
