Bebop's Hyper Beam self slow description is incorrect/vague

Bebop's Hyper Beam description reads that "You have slow movement", when in fact it is setting your movement speed always to 1.8.

Any movement speed bonus on Bebop does not work on his movement speed during Hyper Beam.

Since this is a wording issue, I can't really tell if its supposed to be set movement speed, or the speed decrease isn't working correctly.
