Instead of having a laser that doesn't really fit his kit, something like heimerdinger ultimate from League of legends. medium cooldown, and your next ability is upgraded.

1: your next uppercut stuns when they land
2: your next bomb spreads to other targets hit, doing another explosion that does less damage
3: your next hook links to a second target near the one you hit, allowing for a second grab.
 
HELL NO man, I fucking love 1k dps lazor that's ready for every team fight, you just hover in air beaming people forcing them to spend souls on active items to counter you assuming your teammates let them. It's also much funnier spirit build to play than hook>bomb>arm>repeat.
 
As an avid Bebop player I think it rounds out his kit pretty nicely. This game seems to be following a different design philosophy than games like League, which tend to try and craft kits that synergize internally and create like this one, well-designed playstyle for players to maximize or express their skill through.

Deadlock on the other hand seems like it's very intent on filling gaps in a hero's weaknesses to make them well rounded while still leaning towards a certain archetype. Bebop's entire kit minus his ultimate has the most god-awful neutral in the game. 2/3's of his basic abilities are useless unless he just landed a hook or is in melee range of an enemy hero or creep. So what does he get for an ultimate? The fucking mother of all siege stoppers. The king of "everyone out of this one lane". The absolute top tier neutral tool in the game. I think it lets him continue to contribute to fights if he didn't find a pick with hook or is too low to dive directly into a fight so I like the ability a lot.
 
I love Bebop ult; its SOOO SATISFYING to use. Probably the most satisfying spell in the whole game.
