So this might be kinda hard to explain but easy to reproduce.
The issue seems to be 2 sided
1) the windup time of your primary attack temporarily turns off for incorrect amounts of time if you're holding the left mouse button down during your exploding uppercut (IE: it shuts off for the full duration of your auto attack wind up time even if you have the double wind up speed buff active).
2) If your primary attack is in the PROCESS of being charged up when you punch...let's say you've left clicked and you have 1/4 of your charge done and exploding uppercut BEFORE your laser starts firing...you will still get the full delay after the punch, but now instead of firing after the delay...it will now start from where your charge left off before you punched...so the bar will start completing the rest of the missing 3/4 and the delay is now almost double.
---This is most noticeable if you're holding down left click right after you grab someone for a combo, because there is a small delay in between when your hook finishes and your punch lands, where if you're holding down mouse 1, the weapon begins the charging cycle just before the punch lands.
HOW TO REPRODUCE
1) Hold down left click and exploding uppercut a target, with and without the tier two upgrade (windup time).
2) Begin charging your primary and immediately exploding uppercut a target when the wind up starts, continue holding down mouse 1 until it fires.
3) DO NOT hold left click, and simply left click AFTER exploding upper cut lands. The time delay on your attack no longer exists outside of your normal wind up times.
TLDR---If you're a Bebop main and run into this before it's fixed. Press your primary fire button after you punch stuff, not before.
