Bebop M1 headshot register consistency issue

When using Bebop in training I noticed that shots up close to enemies lose upwards of half of headshot registration. Sometimes it either completely does not register or registers as a body shot. At range there is consistent damage but within a few meters of the enemy (tested on both training dummy and actual characters). It seems to happen when the beam separates from the cursor due to close range according to a friend also in the playtest.
 
I've just tried it with Sven and it's happening there consistently. (Within about 2.5 meters to slight out of 5). It works fine super close and after 5 ish.
