Bebop Friendly Bomb Attach Incorrectly Shows up early

Noticed that when you are looking at friendly units it will prompt you to attach the bomb way before the allowed range.
This causes some confusion especially in team fights or when baiting a minion, can it be adjusted so it only shows up when the bomb is actually attachable to the unit?

Side note, can the game have the passives / alternate fires and hidden effects or techs from characters like Ivy having a no movement reduction while firing or Shiv crouch/shotgun boost in their abilities page / character descriptions?
