BeBop abilties locked until you put 2 points into the first one?!?!?!

I am playing normal deadlock, put a point into uppercut, every ability says locked but uppercut. I have to level up uppercut 3 times to get access to bomb or hook. Is this intentional? I would get a screenshot but I don't have time for another game right now. I have tried validating my files.
