At the time of writing this item suggestion, a lot of items tend to give Bullet or Spirit Shield. It's also fairly common to stack a decent amount of shields (Through Combat Barrier, Enchanter's Barrier, Veil Walker...). I believe an item to "counter" shield-stacking could prove to be efficient. It would still be a slot investment for something very specific.

Barrier Buster
A Gun Item with a 1250 Souls cost.

Stat ideas:
  • +4 Spirit Power
  • +8% Gun Damage

Passive effect:
Increases your damage against Bullet Shield & Spirit Shield by 50%.

Why would we need an item to counter an archetype that isn't even that good? Shields don't benefit from damage resistance, so already the shields vs armors debate is looking very one sided towards armor.

Wow. Now shields are straight up useless, even during the stage of the game where they are supposed to shine compared to the better-scaling armor. Good job.
 
I think this is an item that could exist at some point in the future if other bullet and spirit shield items that scale get added. It is trying to counter a a coughing baby right now.
 
For a shield resist shred item to exist, it would have to be 3k+ with slightly better stats, way less resist shred (~10%), and only shred one type of shield. Shield stacking really only becomes strong once you can refresh them with veil walker, so having a shield resist shred on a 1250 item makes enchanter's/combat barrier useless on their own.

Shields are great for early laning when everybody has limp damage numbers and tier 1 abilities. However, once the first guardian falls so too plummets the utility of shields by a quadrillion percent.
Armor scales better than shield 100% of the time, so this item would always boil down to a "buy to win lane, sell and never look back" and basically worthless beyond the 10 min mark.

Correct me if I'm wrong, but I'm pretty sure shields aren't affected by damage vulnerability either. There isn't really a debate on shields vs armor. Shields are better short-term, armor is better long-term. Also, shields are more economic for squishy characters.

It wouldn't make shields straight up useless during their stage, as it would require them to spend souls on a niche item that's useless if nobody buys shields. You might as well be saying Reactive Barrier invalidates Wraith at 3k.

That being said, having shield shred be a passive effect is kinda lame. What if it were a skillshot active item, like a small bomb that does extra shield damage or applies the effect on hit? That way, it isn't a hyper-specific niche item, and doesn't destroy those who really need those shields.
 
Also, shields are more economic for squishy characters.
They're bought more on squishy characters because they provide far more combat stats (fire rate, weapon damage, cdr, spirit) than the armors do. They also tend to sell them quickly in favor of fully upgraded armors or other vitality items. Rarely (if at all) will they buy veil walker to commit fully towards a shield build.
