Banned hero is still getting played

I have banned hero in stree brawl and it now popping in enemy team.
I mean what is the use of ban hero?

From what I know, the game picks 2 heroes to ban out of everyone's ban options, not all of them. Banning/avoiding a hero isn't guaranteed to not get them, but it does give a chance for those heroes to be banned in a match.

I have had bebop banned ever since the ban system came out and he has literally not been banned in a single game when I know my duo had them banned and most people fucking hate bebop but yoshi loves em
