Ban for error

We were playing with a friend and with a large accumulation of heroes and effects, he flew to the main menu, and then could not connect. At the end of the match, we found out that he was blocked for 30 minutes, although he did not leave the match.

It's a bug or testing ban system?

Sounds like it's just a bug. Valve seems to be handing out auto-bans for leavers even if it wasn't their fault (like getting kicked out of the match), but isn't doing perma-bans for it like they have been for toxicity because they know bugs/errors will occur in this stage of the development.
