Ballistic Enhancement's buff is treated as a debuff that can be cleansed/reduced

I originally thought this was a bug with Victor's T3 2, where it would cleanse Ballistic Enhancement's weapon damage buff. But no, apparently literally any cleanse/debuff reduction negates BE's buff. Even Dispel Magic will remove your own BE buff. This has been around for a very long time and makes the item really bad.
