Exactly what it says in the title. This makes arcane surge much worse on him, as you are unable to apply the extra spirit to his bread and butter ability.
Steps to reproduce:
1. Go into testing
2. Purchase arcane surge
3. Shoot a testing dummy up to 3 stacks
4. Dash-jump to activate arcane surge
5. Shoot dummy one more time, see that damage is exactly base * 8.
If you detonate the marks by activating the ability, you DO get the bonus. It is just the auto-proc that does not work.
