You can counterspell Apollo atani lo sahn before and after you take the first hit, taking no damage on any hero. Unless you are victor (shocking reanimation available and low health) and counterspell the second hit (damage part) of atani lo sahn, in this case you will take the damage and waste shocking reanimation.
If Shocking Reanimation is on cooldown and Victor is low health, on counterpelling the damage part of Atani Lo Sahn it will work as expected and Victor won't take any damage.
