Arcane Surge doesn't work properly on Pocket's briefcase

When Surging Pocket's Enchanter's Satchel the damage and reach aren't increased, but the escape duration is. The stats seem to only apply to the first part of the ability, hiding inside the briefcase, and not the second part, the area damage.

The Arcane Surge buff ought to persist specifically through each part of Enchanter's Satchel.
