Arcane Surge doesn't work for abilities like seven & wraith's stun

If you use arcane surge and then proceed to use the extended range with seven or wraith's stun it looks like its going to cast, but then does not.

yes, i found the same issue today lol. sound plays but the range drops immediately before the cast goes off
