If you arcane surge another ability, such as splatter, then try to cast Puddle Punch at a range where it needs the range from arcane surge to actually attach, it shows that the puddle punch is cast but it "misfires", probably because the game realizes that the splatter was surged, not puddle punch. Though the Arcane Surge buffs linger for a little bit after casting, so it lets you try to place it.
