Arcane Surge and Kinetic Dash Use 2 Stamina

If you buy Arcane Surge and Kinetic Dash, it requires the normal amount of stamina for a dash jump instead of reducing it by one. Not sure if it's intended or not.

Both items no longer have a decreased dash-jump stamina cost as part of their functionality.
