I have noticed a trend recently; I don't hardly see Arcane Surge in games anymore. In fact, from what I can tell from stats it's currently one of the least picked items out of all T3 Spirit items. After some thought, I've arrived at some conclusions as to why it isn't picked very often.
1.) While Arcane Surge offers a lot of bonuses to the Surged ability, it doesn't work well for any specific purpose. It was a very popular pick before the nerf to Ability Range stacking, but after that change it's almost never picked anymore. As a Spirit Item, it doesn't offer strong enough benefit to carry it's weight in most Spirit builds.
2.)It is an upgrade to Kinetic Dash, so for Weapon builds that want increased mobility you would expect to see it picked more often to free up space in Weapon slots, right? The problem is, it's a 3000 soul cost to free up that slot and most of those builds can more easily afford to pick up increased stamina or move speed in their Vitality slots and just end up passing on Kinetic Dash entirely. Those that don't just take the hit and work with it. The 3000 soul cost to free up a Weapon slot is too high.
To help adjust the item to give it more of a unique niche that would make it work for particular builds.
The downside is the loss of bonus ammo, but most builds that actually want Arcane Surge don't particularly care about the bonus ammo as it is, so I think it's no real loss and would serve to bring this item (which is one of the newer ones) to be more picked.

- Arcane Surge no longer offers bonus ammo when Activated.
- Arcane Surge now reduces the Cooldown of the Surged ability by 3 seconds.
