Arcane Surge ability range not applying for the full duration

Arcane surge doesn't apply the range buff to the ability's full duration.
Can be reproduced on Haze's 4 and Warden's 4 (More noticeable on Haze).

Reproduction steps:
1 - Pick Haze on hero test.
2 - Level up the 4 to max level and buy items to give it more duration.
3 - Buy Arcane Surge.
4 - Dash jump and activate Haze's 4 with a test dummy right on the edge of the 4.
5 - The 4 will hit only for a specific duration and stop hitting even if the dummy is in range of the ability.

I'm actually not receiving any range increase on Haze's ult with arcane surge at all, even for a short duration. It was definitely working at least temporarily yesterday, but now arcane surge is doing nothing for my range at any point.

Edit: In fact I don't think I'm receiving any bonuses from Arcane Surge at all, because the damage is the same too, and the buffs shown on the side only appear for a fraction of a second before disappearing, unlike your video that displays the buffs for a few seconds. This still isn't a universal issue though, as I tested Dynamo and it appears to work as normal with his ult.

Edit 2: Specifically, I think Arcane Surge only lasts through the windup of the ult, and goes away as soon as the ult actually begins.

Just outside of ult range after dash-jumping with Arcane Surge (only a second or two after the ult starts):

It's also easy to tell when you have no spirit items except Arcane Surge. The base duration of Bullet Dance is 3s, and the duration scaling is 0.0658 (rounded to 0.07 in the in game UI). 12 spirit power from buying arcane surge increase duration to 3 + (12*0.0658) = 3.79s, then after you activate dash jump and ult it should gain another 20 spirit power for 3.79 + (20*0.0658) = 5.107s, and then + 20% ability duration for 5.107*1.2=6.12s total duration. That is the number stated in the UI (at the time of writing), but the duration when you actually dash-jump-ult is still 3.79s. So the arcane surge is contributing neither the conditional spirit power nor the conditional ability duration to haze's ult.
