Anti On-hit T2/T3 IS NEEDED, How would you make it?

Deadlock has a massive issue with on-hit characters being broken. Mina, Mirage, Haze, INFERNUS...
(ok haze is kinda ok, but point still stands)

Infernus, Mirage, Mina are all broken, they cant be soft countered at all + dont have reliable hard counters except for plated armor.

Im so unsure of how to go about the t2 or t3 anti on-hit, id love to hear yalls ideas while I figure it out myself.

How would you go about making an anti on-hit item or component for plated armor.
 
Could just buff debuff reducer so it isn't just something you get on the way to debuff remover. It could have the active of removing half the duration/buildup of debuffs on you, or sometimes that.
 
We have Plated Armor already and for T3 we have metal skin. Return Fire is best against those characters.
metal skin doesnt stop on-hit, and plated armor is T4 that isnt really viable to rush. Return fire is great and all but has some pretty bad fall off and generally isnt the greatest on characters that already arent that tanky.
