I have a Russian friend who explained this problem to me: in Russia cheating is apparently deeply normalized. It is very easy to get in touch with people who sell cheats and use them. Russian culture rewards this kind of cheating too. The whole country is built upon a deep-grained notion of corruption. You want anything done in Russia you bribe people. This isn't an insult. It is how the country operates.

I'm conveying this with the utmost...

In my and my friends' experience, NA is worse than EU in high rank. Most americans (most teennagers) or spanish speakers are cheating and never got banned and they can buy the accounts. I think same reason, amerian's culture shows that they love cheat and being heroic. Just like what they did in the history, rape the real natives and set Thanksgiving. Not an insult but this is the truth.
