I encountered this myself! There's a month old post about this, but it seems to have gotten the cause wrong. I first encountered this today while going Infernus bowling, I first thought it had to do with being spawned too close/in each other, but upon trying to replicate the bug, it seems to happen not only when too close, but just over any shallow surface, and they can also spawn in the ground. The original post said it had to do with too many bots, which I can verify! It's conditional to where you spawn them, however. The original post says you cannot remove them, which is true, it also says taking control freezes up your controls. Some clips for evidence on the glitch, cause, and spawning behavior. Friend said they were somehow able to kill one while I was gone, and it crashed all of us.
