Keep in mind you can use this on ANY hero, enemies, allies, yourself. You can save yourself or an ally when surrounded by Bullet Damage, or attack a Bullet focused hero, without them being able to fire back.

This would need to have either an incredibly short range (10m would be pushing it), be a skill shot a la silence glyph, or both (most realistic). Disarm is just that powerful. Withering whip had it removed for a pretty good reason.

I am not familiar with the previous version of withering whip, but i can see a disarm that is easy to apply as being problematic. Making it a projectile will be good(like silence glyph that is used against bullet spam heroes, but higher CD). Also you need to remeber that heroes under the effect don`t take bullet damage(i am 100% sure that the withering whip didn`t do this ), so i think the range is ok.
