I'm putting this suggestion under Items since Items are where most Stat bonuses can be found.
My suggestion is this: Add a hard cap to bonus Duration, Cooldown reduction, and Ability range to all Ultimate abilities.
The reasoning is simple; Ultimate abilities can often become incredibly oppressive in the current game and often it's not really feasible to try and bait out an ult to try and fight around it. Heroes can generally be expected to have their Ult up in every fight once they pick up even a modest amount of Cooldown Reduction, and those same Ults can become impossible to stop. Ults should feel like big plays instead of bog standard abilities.
I'm aware that there are diminishing returns on all of those stats, but realistically speaking those are just not enough.
