Active item for auto aim or homing bullets

i dont like the idea of an item being aimbot/aimassist type from the design pov, but not against having a homing ability for a particular hero as its ability kit, when designed properly.

it should have like:
2s duration but with every use +20 sec cooldown. so it's like based cd 100 -> 120 -> 140 etc
or for example
50% to hit based duration 5 sec, but with every use it goes down like 5 sec -> 4 sec -> 3 sec etc

If there ever was a aimbot/aimassist item or ability I feel like there should be a damage penalty
