Accelerating Power - T3 Spirit Item

Item made to build power and speed over time, but the downside is that it won't last forever, unless you keep killing things.

Inspired by the item called 'Doom Orb' from Smite.

Radiant regeneration and surge of power, but more on speed and globalised for all abilities (minus self heal), so long you are deep into combat. Really good!

I wonder if there could be a T4 green item that the more stacks you have, the more ability range and duration you get.
