Abrams heavy melee inconsistent when targeting ivy and dash charge going through dashing opponents

for whatever reason after ivy exits her stone ability or dash I seem to never be able to get a successful Heavy melee reg. Also charging into people who are dashing or using a dashing ability like shiv, charge goes straight through them.
