There is a bug with Abram's ammo counter where if you empty all ammo from the weapon and try to load more ammo it will fail so far I only see this with Crushing Fists. The ammo for the gun will bug out, and instead of loading bullets one at a time during the reload, Abrams will instead not load anything until the circle completes a full cycle and then he will individually reload all ammo. You also can't fire during this entire process so you are forced to wait for Abrams to load all 9 shells before being able to shoot again.
To replicate the bug:
First empty all ammo to 0
Then immediately, heavy melee something to restore ammo (before Abrams can increase the ammo counter to 1)
Finally watch as Abrams can't load a shell until his red reload circle completes
