Ability Concept: Parkour Boost

The concept here is simple; every time the character performs something Parkour Related (Such as wall jumping or Mantling up ledges) they get a short term boost to speed and/or damage.

With Viper granting bonuses to Sliding (and sliding already being a strong tool) I think having another character who gets bonuses for taking advantage of in-game mechanics would be fun to have.
 
Could be something like:

3 - Spring Loaded

Charged Passive. No Limits to the number of Wall Jumps you can perform in quick succession and Wall Jumps you perform are Faster. Movement while airborne causes you to gain Charges. Performing Dashes, Jumps, and Wall Jumps consumes a Charge to buff Fire Rate once you land and dramatically increasing the distance of your next Dash, Jump, or Wall Jump.

Charges: 3

Charge Uptime: 0.9s

Charge Restore Time: 19s

Wall Jump Animation Speed Bonus: 60%

Air Distance Traveled to Charge Generation: 60% (ie; 10m traveled in the air counts as 6s of Charge Restore Time)

Charge Use Fire Rate Bonus: 17% (+0.7x)

Charge Use Jump and Dash Distance Bonus: 60%

Charge Use Buff Duration: 4s (+0.03x)

I agree on this. Most obvious version of this would be for a hero that improves on jumping or dashing, although the former might step on Lash's toes slightly.
3 - Spring Loaded
Although this one might be too generalized. Tightening it down to a couple or just one like Viper's seems more appropriate, since it allows more power for that specific action and allows for future heroes to explore the missing ones more deeply. But, I do like the charged passive for movement, likely very rewarding to use in-game.

Yep, something like that. Also has space for some nice upgrades, either stamina or gun ones. I can see a high-tempo hero using this extensively for essentially the entire game. Unless they have a more specific thematic for an agile hero and would need to communicate it with their mobility skill, this could go almost 1:1.
