Ability begins to cast but fails to cast

I often experience a bug with unit-targeted abilities where the animation and sounds play but the ability is not cast and does not go on cooldown. When using Lash's grapple I even begin movement before rubberbanding towards the ground.

Match 14146008 15:25 happens to me as Warden casting binding word but it doesn't show up in replay. My ping is pretty stable around 50ms on Oceania.
