For characters with AP upgrades that make an ability a charged ability, the recharge time and charge amount part of the tool-tip is ONLY shown once, the first time you upgrade that ability.
Once you no longer have the tool-tip blown up (by moving your mouse off the ability icon), the next time you will have the tool-tip for the ability, recharge time and charge amount will be absent.
This affects:
Geist's Life Drain
Haze's Smoke Bomb
Infernus' Flame Dash
Venator's Consecrating Grenade
Yamato's Flying Slash
Interestingly enough, because the upgrade is on Haze's T2 upgrade, the recharge time and charge amount will be visible once more when upgrading it to T3, but will still disappear.

On a side note, any non-charge ability upgraded by omnicharge signet will not display recharge time and charge amount either, even if you get omnicharge signet whilst have the tooltip for that ability open, they will not be displayed.
Lastly, of the afformentioned heroes, Infernus is the only hero to have their charge time specified in the AP upgrade. Could be a good idea to have all five of them do similar for transparency's sake.
