Abilities can be used before picking up urn, do not reset on pickup

Some characters can benefit from using abilities when using urn, though I have randomly seen it reset the timer for pickup when using an ability.

Haze's ult can be used before picking up the urn, but it immediately drops the urn after pickup while using the ult.
Pocket's Cloak can be used before using the urn, but teleporting after pickup is not possible.
Pocket's Satchel can be activated before picking up the urn, but cannot continue to pick up the urn once Pocket is in their suitcase.

Spawning the urn manually, through 'ent_create citadel_item_pickup', resets the pickup timer when an ability is used.

I have been able to use Haze's Smoke Bomb and Ivy's Take Flight prior to picking up the urn, however the most recent patch made it much harder to do these.
